Sevres Peace Treaty, taking control of the Ottoman Empire in financial, economic, military areas; it is a treaty that does not allow it to be a sovereign state, but also narrows the boundaries of the state. Shortly after the signature of the Sevres, it was found impossible to implement this treaty. The first sign that the Sevres will not be implemented is the signing of the Treaty of Gumru between the Governments of Armenia and the Grand National Assembly of the Republic of Armenia on 2/3 December 1920. The second symptom is the cessation of the Greek military movement, which was used as a means of pressure for the implementation of the Sevres, on 10 January 1921 with the Battle of İnönü. After these two developments, the Entente States invited both the Government of Istanbul and the Government of Ankara to the London Conference in order to regulate some of the provisions of Sevres. The London Conference was held between 23 February 1921 and 12 March 1921. In the meetings, the Government of Istanbul and the Ankara Government acted together. Tevfik Pasha, representative of the Istanbul Government, left the promise to Bekir Sami Bey, representative of Ankara Government. In the London Conference, Sevres' articles related to Izmir, Eastern Thrace, Armenia and Kurdistan were discussed. The Entente States refused to discuss matters relating to economic and financial matters. The conference could not come to a conclusion because Greece did not accept an international commission in Izmir and Eastern Thrace. The Entente States invited the representatives of the Grand National Assembly to this conference and recognized the Ankara Government as diplomatic.
